NORTHWEST INDIANA -- The so-called "region stop team" is "stopping" dozens of people every night for anything that might look outside the norm.

The special unit of 12 to 18 police officers is hitting Gary, Hammond, East Chicago with these assertive stops. The problem is: do they always have reasonable suspicion to perform a stop?
