RICHMOND, VA -- At a "Shamrock the Block" festival on St. Patrick's Day, a man was assaulted for questioning police's reason for arresting his twin brother. Video shows the officer striking the man first, grabbing his neck, and putting him in a chokehold. Another officer beat him with a baton. The man understandably attempted to defend himself from the aggressive behavior.
